A Compliance Team from the National Building Review Board (NBRB) together with Police on Sunday carried out several operations in Kasangati Town Council, Wakiso District and Rubaga Division, Kampala, stopping a number of construction sites found in breach of the building laws and regulations.
One the structures, is the commercial building located at Kyadondo Ssaza grounds in Kasangati, Wakiso belonging to city businessman, Mutaasa Kafeero.
Mutaasa Kafeero was to have made structural changes on the development without seeking approval from the structural engineer and the Town council Authority.
“We advised him in November last year to halt the development of additional floors until a designed review is made and approved, which he has up to now refused to do”. Said Eng. Timothy Mubbala, the Director Compliance, National Building Review Board.
“The developer has also refused to apply for a job card from the Town Council and provide Personal Protective Equipments (PPE) to the workers at site.” Mubbala added.
Still in Kasangati, school site belonging to Simon Osire and Ayuk Teddy was stopped for encroaching on a wetland, lack of building permit and professionals on site.
Under schedule 2 of the Building Control Regulations, 2020, commercial buildings, schools and other public buildings are regarded as complex structural and are classified under Class A buildings.
Section 34 (1,2) prohibits a person from carrying out any building operation with out a valid building permit and such a person is liable upon conviction of a fine not exceeding one million shillings or imprisonment not exceeding 2 years or both.
In the same operation, another site without excavation permit, building permit and safety gears for workers was stopped at Lungujja, Rubaga Division, Kampala.
“These people started excavating two months ago, but till now they have no excavation permit, even the site engineer with found on the site is not registered”. Eng Mubbala observed.
Under regulation 14 of the Building Control Regulations, 2020, a person shall not carryout excavation works exceeding two meters below the original ground level without a permit issued by the Building Committee.
The National Building Review Board (NBRB) has recently intensified its operations against illegal structures. Last month, the NBRB Compliance Team closed several construction sites in Nakawa and Makindye division for failing to adhere to the set standards. The operations are meant to deter the numerous building accidents and loss to property resulting from the collapsing of buildings.
